내란특검, '내란 선전선동' 황교안 자택서 체포

국제자유주권총연대는 12일, 30개국 120개 단체를 대표해 발표한 긴급 성명에서 황교안 자유와혁신당 대표의 내란선동 혐의 체포 사건을 정치적 반대세력에 대한 공권력 남용으로 규정했다.

이 단체들은 이재명 정권을 내란 쿠데타 세력으로 지목하며 즉각적인 정권 퇴진을 촉구했다.

◆ 성명서 발표 배경

국제자유주권총연대는 황교안 대표가 12일 체포된 사건을 정치 반역으로 규정했다.

이들은 이재명 정권이 운영하는 내란특검을 정적 제거 목적의 정치적 사법 조작 기구로 전락했다고 비판했다.

성명서는 한미자유주권연대와 해외 나라사랑 카페, 국제자유주권총연대 호주협의회, 뉴질랜드 협의회, Save Korea 호주 협의회, 국제자유주권총연대 여성협의회, 멜버른 자유호국연대 등에서 승인했다.

호주에서 입수된 성명서는 해외동포들이 국내 자유민주주의 체제 붕괴를 막기 위한 전면전을 선언한 내용으로 확인됐다.

◆ 내란특검 전체주의적 탄압 비판

단체들은 이재명 정권이 공무원들에게 내란동조자 색출을 지시한 행위를 전체주의적 공안독재로 규정했다.

황교안 대표를 내란동조죄로 몰아간 것은 부정선거 실체를 감추려는 정치적 자해행위라고 지적했다.

윤석열 전 대통령 부부와 손현보 목사 등도 동일한 탄압을 받고 있다고 강조했다.

사태 뿌리는 지난 2014년 통합진보당 해산 이후 남은 경기동부연합 중심 친북 급진세력의 정치권 침투로 분석했다.

세월호 사태와 2017년 박근혜 대통령 탄핵, 문재인 정권 출범, 조작된 선거 의혹을 모두 이들의 정치공작 연장선으로 봤다.

◆ 주요 요구사항

단체들은 네 가지 요구를 제시했다.

▲첫째 내란죄 및 동조 혐의를 철회하고 11월 12일 체포된 황교안 대표를 비롯한 모든 인사를 즉각 석방하라고 밝혔다. 윤석열 전 대통령이 합법적으로 계엄을 선언해 부정선거를 밝히려 한 것을 내란수괴로 몰아간 것은 정치보복이라고 규정했다.

▲둘째 내란특검을 해체하고 대장동 개발비리, 김현지 사태, 검찰 항소 포기, 중국인 무비자 입국 등 실질 비리 특검을 재개하라고 요구했다. 문형배 헌법재판관이 곽종근 진술의 허위성을 인정한 사실을 들어 특검의 정치적 조작을 드러냈다고 전했다.

▲셋째 부정선거 의혹 해소를 위한 선거제도 전면 개혁을 단행하라고 촉구했다. 2020년 4·15 총선 이후 사전투표 조작과 개표 해킹 의혹이 해소되지 않았다고 지적했다. 정치통계 전문가 분석을 인용해 2025년 6·3 조기대선에서 사전투표와 본투표 교차 Z값이 50퍼센트(%)를 초과한 것은 부정선거 증거라고 밝혔다. 사전투표 제도 폐지와 대만식 수개표 도입을 제안했다.

▲넷째 국민의힘을 비롯한 자유세력이 윤석열 탄핵 재심 청구, 김현지 사태 특검 재개, 대장동 검찰 항소 재개, 이재명 재판 재개 및 정성호 법무부 장관 탄핵을 추진해 정의를 세워야 한다고 강조했다.

◆ 연대 선언

단체들은 대한민국이 헌정 질서 붕괴와 국가정체성 위기에 처했다고 진단했다.

제2의 4·19 국민저항으로 부정과 탄압을 끝내야 한다고 호소했다.

해외동포들은 12일(한국시간) 황교안 대표 체포를 계기로 한 투쟁을 체제 생존을 건 마지막 저항으로 규정하고 국내 자유체제 수호 세력과 연대해 이재명 정권 퇴진을 위해 협력할 것이라고 밝혔다.

이들 단체들은 “이 모든 사태는 부정선거 관련 기만이다”라고 강조하며 “국민이 나설 때다”라고 덧붙였다.

국제자유주권총연대가 발표한 영문 성명서 전문은 다음과 같다.

■Emergency Statement from Overseas Koreans: The Fake “Lee Jae-myung Regime” of the Coup Forces Must Step Down Immediately!■

[Investigate the Illegal Arrest of Former Prime Minister Hwang Kyo-ahn Through a Second April 19 People’s Resistance, and Dismantle the So-called “Insurrection Special Investigation”!]

On November 12, 2025, an unprecedented act of political repression occurred in the Republic of Korea: the home of Hwang Kyo-ahn, leader of the Liberty and Innovation Party and a long-time defender of constitutional order, was forcibly broken into, and he was arrested under the fabricated charge of “inciting insurrection.”
This is not a mere arrest of an individual but it is a grave abuse of state power against political opposition and a blatant act of constitutional destruction. We declare this to be an unmistakable act of political treason.

The so-called “Special Investigation on Insurrection” under the Lee Jae-myung administration has already degenerated into a politically motivated tool for eliminating opponents. Its recent directive to government officials to “identify sympathizers of insurrection” is an authoritarian and totalitarian practice unthinkable in a free democracy.

From abroad, we view the forced arrest and house raid of Chairman Hwang Kyo-ahn as an egregious assault not only on one individual but on the freedom of the entire Korean people. The attempt to brand Hwang—who has long pursued the truth about electoral fraud through lawful and constitutional means—as a “traitor to the state” exposes the regime’s own illegitimacy and serves as political self-destruction.

1. Immediately withdraw all charges of insurrection and release the unlawfully detained individuals!

Former President Yoon Suk-yeol and his wife, Chairman Hwang Kyo-ahn, and Pastor Son Hyun-bo are being persecuted for defending the liberal democratic system. The Lee Jae-myung regime is weaponizing state power and taxpayers’ money to purge its opponents, staging political trials that label dissenters as “insurrectionists.”

The root of this crisis lies in the radical pro-North Korean faction, centered around the former Gyeonggi Eastern Alliance, which has continued to infiltrate politics since the dissolution of the Unified Progressive Party in 2014. The Sewol Ferry incident, the 2017 impeachment of President Park Geun-hye, and subsequent allegations of manipulated elections under the Moon Jae-in administration all stem from this same political operation.

Now, the regime seeks to brand former President Yoon—who lawfully declared martial law to expose election fraud—as a “ringleader of rebellion,” and to eliminate his last remaining political rival, Hwang Kyo-ahn. This is nothing less than political retaliation and an attempt to cover up election corruption.

2. Dismantle the “Insurrection Special Investigation” and immediately launch a real anti-corruption probe!

The so-called “Insurrection Special Investigation” has become a political Red Guard organization designed to deceive the public and justify revenge politics. While massive national corruption scandals—such as the Daejang-dong development fraud, the Kim Hyun-ji affair, the prosecution’s abandonment of appeals, and the visa-free entry of Chinese nationals—remain untouched, this investigation fabricates testimony and evidence to suppress opposition figures.

The recent admission by Constitutional Court Justice Moon Hyung-bae that witness Kwak Jong-eon’s testimony was false confirms that this investigation has been politically orchestrated and based on lies.
The judiciary must now stand before the truth. Dismantle this illegitimate “Special Investigation” and reopen genuine investigations into the gravest abuses of power in Korean history—the Daejang-dong scandal, the Kim Hyun-ji case, the visa-free entry issue, and the prosecution’s dereliction of duty. All these incidents, in essence, have served to conceal electoral fraud.

3. Enact comprehensive electoral reform to resolve suspicions of election fraud!

Transparency in elections is the foundation of democracy. Yet, since the April 15, 2020 general election, serious suspicions of manipulation in early voting and vote counting remain unresolved.
According to electoral statistics experts, discrepancies exceeding 50% between early and main voting results in the June 3, 2025 special election constitute clear evidence of fraud.

To restore public trust, both ruling and opposition parties must abolish the early voting system and adopt Taiwan’s manual ballot counting method for on-site voting, eliminating any possibility of manipulation. This is not a matter of partisan politics but it is a matter of safeguarding national sovereignty.
A party that rejects such reform and instead arrests Hwang Kyo-ahn, who fought for electoral fairness, is effectively confessing to being the perpetrator of election crimes.

4. The opposition and the Korean people must defend the free democratic order to the very end.

This is not a mere clash between left and right—it is a battle between those who seek to destroy Korea’s sovereignty and constitutional democracy, and the citizens who strive to defend them. The Lee Jae-myung regime, in collusion with pro-North Korean and pro-Chinese forces, has committed grave unconstitutional acts tantamount to treason.

The judiciary and all forces of liberty, including the People Power Party, must now act to restore justice by:

1. Filing for a retrial of the unconstitutional impeachment of former President Yoon Suk-yeol,

2. Reopening the Special Investigation into the Kim Hyun-ji case,

3. Resuming the prosecution’s appeal in the Daejang-dong scandal, and

4. Restarting the trial of Lee Jae-myung and pursuing impeachment of both Lee and Justice Minister Jung Sung-ho.

The Republic of Korea now stands at the brink of constitutional collapse and identity crisis. The people must rise. Through a Second April 19 People’s Resistance, we must end corruption and oppression and rebuild a Korea founded on freedom, justice, and truth.

We, the overseas Koreans, declare that this struggle is the final stand for the survival of the Korean democratic system. We will stand in solidarity with the forces defending freedom at home and cooperate until the criminal and illegitimate Lee Jae-myung regime is brought down.
